In sum, it is unclear if Peru will be able to move away from the current restricted democratic state that exists there today. It seems unlikely that the Peru will again swing back to an authoritarian regime, but it seems equally as unlikely that it will swing to a representative democracy. The divisions in the country would seem to prevent movement in this direction. One thing, however, is clear: the Sendero Luminoso group has left an important mark on Peruvian society. This mark, in the end, may help the introduction of a representative democratic state in Peru.

• Teaching could be problem rather than discipline-oriented, with examples from practice.
• Teaching could employ the case method often used in law, architecture, and business.
• Students could be encouraged to learn about the world around them by reading good newspapers and nonengineering journals.
• Engineering students could be encouraged to join such extracurricular activities as debating or political clubs that engage students from across the campus.

Engineering is no longer simply a technical pursuit. For future students, something radically new needs to be offered in schools of engineering. Otherwise, engineers will continue to be excluded from the major decision making processes in modern society.

This paper has covered the major points used by both sides in the dispute involving foxhunting in the United Kingdom. Additionally it has suggested that the argument has been well publicized and that it is now time for the government to get involved. In summary it has been argued that if the government becomes involved, then some kind of legal reform will be necessary.

In contrast, it is only recently (Star, 1994; Gardner & Miller, 1999) that attention has been paid to the evaluation of self-access centres. It remains a matter of serious concern that there is no research-based model designed for the evaluation of self-access centres. It is to be hoped that such research will be a priority area in the near future.
